VNeID: Vietnam's Electronic Identification and Authentication Application

Overview: The VNeID application, developed by the National Population Data Center under Vietnam's Ministry of Public Security, leverages population data to provide electronic identification and authentication services. It is designed for individuals residing in or traveling through Vietnam.

Purpose and Utility: VNeID serves as a digital replacement for traditional documents, enabling citizen identification in digital environments. It supports the development of digital citizenship, digital government, and a digital society. Key functionalities include:

  • Facilitating medical and domestic travel declarations.
  • Assisting authorities in tracing secondary COVID-19 infections and timely notifications to the public.

Access Permissions: By using VNeID, users consent to the application accessing the following:

  1. Internet Access: Necessary for the application to function online.
  2. Camera Access: To scan QR codes on Citizen ID cards, speeding up the entry of basic information and enabling quick scanning at checkpoints for travel and medical declarations.
  3. Media Access: To store QR code images on the device for verification at checkpoints.
  4. Notification Permissions: To send alerts and updates to the user's device.

Personal Information Collection: Users input data for medical declarations, domestic travel, or on behalf of others with their consent. The collected personal information includes:

  • Full name
  • Phone number
  • Citizen identification
  • Gender
  • Year of birth
  • Permanent address
  • Nationality
  • Health status
  • Place of departure and destination
  • Vehicle number plate
  • Exposure to individuals with COVID-19

All data collection occurs with explicit user permission through form submissions.

User Responsibility: Users are fully responsible for their actions and the accuracy of the information they input into the system.

Privacy and Copyright Protection: VNeID ensures user data is securely stored by the National Population Data Center and is used exclusively for COVID-19 prevention efforts, supporting health and disease control. The data will not be used for commercial purposes and will not infringe upon users' privacy. Data may be shared with health authorities and other relevant agencies to enhance COVID-19 prevention measures.

The application developer commits to not using collected information for any purposes beyond those stated. No information will be disclosed that could harm users or contravene Vietnamese law or the application's privacy policy.

Additional Privacy Assurances:

  • No Location Tracking: VNeID does not collect location data.
  • Anonymity: Users remain anonymous within the community, with only competent authorities accessing information about infected individuals or those at risk due to close contact with COVID-19 cases.
